You must pay your Impact Fees at the Town of Winter Park / Fraser Building Department if your project is inside the town limits of Winter Park or Fraser. They will give you specific instructions for how to do so. 

UNINCORPORATED GRAND COUNTY PROJECTS:
Once we receive your signed Impact Fee Agreement and completed fee calculations, we will send you an invoice for your Impact Fee. Payment can be made online or by check. Further instructions are on your invoice.
